Hi Alex,

My suggestions would be Lianja or FoxInCloud. FoxInCloud should get you on the web faster. Lianja will create a SPA application with many options (including automatic phonegap integration,and many other options such as auto-rearrangement of forms based on device size) without any coding on your part. It really depends on your needs.

.NET will be a long slog, based on the questions I have read here and elsewhere about how to perform common actions (in VFP).

Ruby on Rails is last decade's technology,and you will lose the use of your existing business code.

With either FIC or Lianja you will get to reuse your existing business code. FIC will be faster to convert. Lianja will take you farther (a lot farther) without your having to become proficient in additional technologies. From the response our small, medium and large customers (very sophisticated retail inventory management) have given us, they want the kinds of products that can be used on phones and tablets, in addition to web-based desktop deployment. Lianja has that, out of the box. That's why we've committed to that direction.
