>>here was once a time when clients (institutional clients) would ask what something was written in but we have not been asked that for several years now. I perceive a move in power from IT departments to end-users where end-users say whether they want a product or not and IT must just make it happen.

+1

Actually Apple helped this by its disrupting iPhone devices. IT departments continued to make pronouncements about email and other Windows dependencies but the CFO wanted email on her iPhone and actually why can't our salespeople have email on their Blackberries and before long, why can't they run the ordering tool on their own smartphone- it's crazy to make them carry another device. Google then did what Microsoft ought to have done to capitalize on the change.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
-- Shakespeare: Coriolanus, Act 1, scene 1
