Sys(2015) has a small error window for 1 core, 1 process scenarios. Adding cores and threads/processes or even other machines will create duplicates somewhen. Metin gave you one safe option, but as you are already multi-user, create a semaphore table and use old and trusted ways to get unique ID's if you want to put all temp files in a common area.
