There used to be a product called Cryptor from Xitech, but Xitech seems no longer to answer emails. Still it might be worth trying to find a copy as per this advice:

Your other option is to use impersonation so that normal users can't access the data directly, but your apps can. Examples of use: http://www.foxite.com/faq/default.aspx?id=48 .
