The political answer is they don't have any backups. Even if they technically do have backups, maybe they already called in a hackchet man e.g. http://news.nationalpost.com/2014/03/27/ontario-police-pursuing-a-criminal-charge-against-mcguintys-chief-of-staff-over-gas-plan-scandal/ .

What else could they do? Admit they actually do have backups (and look stupid) and give the information to activists (who may make them look even dumber)?

Yet another example of covering up being worse than the original issue.
