As an alternative you should also be able to create an instance of FORM and set the NAME property to the name used in the PREVIEW clause. Obviously you probably don't want to set the coordinates such that the preview window is larger than the screen.

What I did (so far) is set the values of x and y to some small numbers and then call ZOOM command as follows:
ZOOM Window WindowName  Max
This way the window is maximized before the report goes there. So far this seems to be working.
