While that might have worked in Purloined Letter times (and even that - as literature - is doubtful to have worked in reality) in todays electronically connected times such hiding is not easy. Also borders on tax evasion or fraud - and tax courts have not started to accept such behaviour as self defense against lying politicians as a defense AFAIK.
