I just read the petition. I can't predict with absolutely certainty, but I seriously doubt this will have the intended effect. As Craig said, Microsoft is focusing on Azure right now. Yes, I realize a company can focus on multiple objectives, but I would be stunned if anyone saw any further VFP development from MS. I don't know if any developers from the VFP team are still with Microsoft, and so the cost to bring on new developers to take on the product would be significant. And that leads to my next point.
Aside from that, the petition itself needs a value proposition. What is in it for the software vendor? Microsoft is a business and any good business is going to do what's in their best interests. There's no projected revenue stream and acknowledgment of the costs. I certainly understand what's in the hearts of the petitioners, but no company is likely to consider a petition if there's no financial case for it.
