I think the reason it was not outlawed officially was probably because it didn't exist in the real-world long enough for the courts to even attend to it. I had heard about this but amongst some people, including people who I know had been carjack victims, it was a joke by some crackpot inventor and a few "out there" nut-jobs who bought into it.
It was never taken seriously not least of which that it wouldn't save you anyway. Without training in combat situations (or similar high danger situations) the average driver is going to lose against a carjacker. You simply wont have the necessary response skills to deal with a brick through the driver windows and being dragged out of the car. By the time the average person has their mental wherewithal back the car is long gone and the radio stations already re-tuned. It's the same problem with owning a gun; if you aren't trained in using it in combat situations then it's going to be taken away from you and used against you.
