The easiest answer - yes, you need both of them. The more complex answer - you can use ILMerge to merge the 2 DLLs. If you do this, I'd REALLY suggest you have this as part of the build process. You'll make someone crazy trying to figure this out later otherwise (and even as part of the build process it's not going to be very apparent as to what is happening).
