If I'm not mistaken, you'll only be able to identify Windows 10 if you've updated the application manifest to specify compatibility with Windows 10 -- otherwise OS() gets "stuck" at either Windows 8 (if you haven't specified Windows 8.1 compatibility in the manifest) or Windows 8.1 (if you've specified Windows 8.1 in the manifest Windows 8.1 compatibility).
