That setting should affect the permissions to instantiate A'Xes and plugins inside IE, not the behavior of IE as an AX in other apps.
When I heard the news that IE 10 is the last version, i.e. that IE is officially dead and will be replaced with a different browser written from scratch, I was wondering what will we do if the browser object goes away. Then I understood that it will still be there, just not forced as the default browser, which would mean the browser object will remain. Now I'm not too sure of that.
