OK, I figured this out with comments from other posters...

The Tools-> Options route from the IDE menu bar does not seem to affect PRG files.

So, in order to disable backups of PRGs, you have to open a PRG, and then Right-Click/ -> Properties from inside the code window and then you'll see the "Make backup copy" checkbox.
