Both sides are guilty in general of what you're describing.

That might be science, but there is a lot of debate whether its conscious at that point. And then there is a medical and social factor as well, which is often ignored. Politics is not only about science, but also about dealing with those social questions. And the latter is not the strongest point of your country.
