You'll also want to check your firewall. You probably will want to turn it off while you're testing until you get it to work or add an exception to the firewall's list of apps that can send SMTP email and access the requested port.
If you're using Windows 7 and later the Windows Firewall dialog should pop up automatically and prompt whether you want to allow the access.
