Yes there are many of them and most of the suck - badly.
RTF is a really difficult format to parse because the specification is really loose and open to a lot of interpretation. I've had a need for this Help Builder years ago and I ended up using custom parser, which I had to heaviily customize just to work with the scenarios (syntax coloring from Visual Studio) I had to deal with. The engine worked fairly well for that scenario but totally failed with other more plain text scenarios. Likewise other engines worked reasonably well with some simple scenarios but quickly fell apart with any nested content.
If you want to do this you pretty much need to look at a commercial solution or something that has some serious resources behind it. A decent RTF parser that handles many use cases is apparently difficult to create and maintain and keep up to date.
