No need for that. Simply "alien" can't exist without defining "domestic" first. You can't have "them" unless you have an "us" as well, or how else would you spot who's who?
This whole problem reminds me of the startup/shutdown operation of an app written in a framework. You may want to use some handy global objects, just like you use them throughout the rest of the app, but then you discover that they don't exist yet/anymore. Pretty much like trying to make fire only to discover that you still haven't introduced oxygen.
