I haven't seen it myself, but I think I've heard turning off DEP for VFP or VFP apps helps in some cases.
If you have a workstation where the problem can be reliably reproduced, you can at least check if it fixes the issue (or if something else in that link helps).
You might not have to apply to all workstations running your app. You could put up a support web page explaining how to apply the appropriate fix.
