It is illegal to track a cell phone's location without the person's permission unless you are with law enforcement.

In addition tracking a cell phone signal location is not that reliable. A good hit will get you within a few meters, but it could be within a mile. Triangulating from cell towers is not that accurate.

Businesses like taxicab companies have GPS devices installed in the vehicles. IOW they use GPS to track the vehicle, not the driver, and the GPS is connected to the vehicle. It is usually part of an overall system of communication between the vehicles and base operations for dispatch, credit cards etc. These units are pretty accurate, but not cheap.
