What about passing the hWnd of the form to the second exe (it is just a number so it should not be a problem) and then calling
SetActiveWindowAlternatively, if you can't or don't want to pass the parameter you can use
FindWindow to find the hWnd of the parent exe and call SetActiveWindow using that.
[Update]I see you already have the hWnd, so you can ignore that part of the message and just try to call SetActiveWindow[/update]
