Unfortunately, there are people who cannot afford a pack of cigarettes and are forced to buy them loose.. which is against a law. (Way back when times were really bad, my mother bought them loose till she learned how to roll her own)
Think about that.. you can sell and buy them by the pack legally but you break a law by selling and buying them one at a time.
When someone claims that laws disproportionately affect the poor, this case proves the point.
Anyone who does not go overboard- deserves to.
