No, there's a simpler explanation. She's just not very articulate and is trying to come across as though she is.
Here's an example - I know nothing about the inside of a car. I barely know how to check basic fluid levels and I can barely be trusted to pour a quart of oil into the right place. That's it. If I try to engage in a conversation about how a car runs, I'll come across like an idiot. (JB can attest to that). So I don't try to talk intelligently about cars. I'm nearly mechanically incompetent. If I tried to pass myself as an expert on cars, I'd probably sound like Palin did in that video.
