I suspect the real issue is that these Ohio employers were relying on transitional (substandard) plans that kept being extended.

But if small employers for whatever reason find themselves facing huge unaffordable premium increases, of course they should assist their workers to move to an exchange. There's no ACA penalty for smaller employers and workers who are entitled to a credit probably will be better off spending the employer's contribution themselves.

I wonder why the author chose to focus on small employers who are exempt from the ACA's obligations? Perhaps because there are so few complaints from the bigger companies since obligations commenced last year...
