My guess is the IIS is a) not turned on; or b) not installed.

It's been years since I worked with WC, which BTW was a great experience. We (Frank Camp and I) integrated the entire ProMatrix app (modified to run without a UI) inside WC, so that no COM calls were required. That took about an hour. Rick makes everything easy.
