If you create a new report and add in the Group Header 1 and Summary bands, without adding any fields or other controls, do you still get the short bars?

If not, you could open both reports at once, and copy fields and controls from the problem one to the new one. Once everything in the new is the same as the old you can delete the old problem report.

That's definitely an odd appearance in the Report Designer, that I've never seen.

One thing that can cause a report to use different page dimensions is your choice of "Print area" in Report Properties (File...Page Setup...Page Layout tab [see attached image]). I wonder if you changed that value in the middle of designing a report, if that might happen. I've done that myself a few times but the whole report changed, not just a couple of band widths.

It also might be worth checking printer environment information that may have been stored in the report. Open it as a table (USE MyReport.FRX), then BROWSE, and look at the memo fields Expr, Tag, and Tag2 in the first row. The Expr memo may have entries for ORIENTATION, PAPERSIZE, COPIES or COLOR but that should be all. The Tag and Tag2 memos should be empty.
