On the Page Properties tab on Report Properties, what do you see in the entry for Spacing and Left Margin? There have been occasions where I'd seen something like this after the report was changed from a single-column to multi-column layout (and the Spacing value was set to a non-zero value), then back again (but somehow the Spacing value retained the non-zero value), or when the Left Margin was adjusted (on occasion I'd seen where data columns on display, but header/footer don't change their appearance the same way).
