I'd have to say Kevin that given the choice I'd go for the Netherlands. I know you think anecdotes are evidence so that must be proof.
Andy and I spent a lot of time in the Netherlands before we moved from Caversham to Akron in 2001. We were going back and forth to Heerhugowaard on a weekly basis for most of the summer while we were working on a project for Remi Caron. I quite liked it. I still remember going into a small pub on the outskirts of town and asking the woman behind the bar if she spoke English. She replied "I speak better English than you do" :). We also spent some time in Arnhem, Amsterdam and Rotterdam. It is nice for us English speakers that most of the Dutch speak English. I only picked up a couple of Dutch words when I was there - the language is just too difficult.
