That may be the problem that you're facing. Further, a 16 bit application cannot resolve the long file name which it would get when you tried to activate the application. I don't know, and can't test from here, if using the short file name in the APPEND GENERAL command will work or not. It is, however, something that you should consider.
I think you've hit it on the head - it's the file type association that's driving the error. if the file type were associated with a 32 bit app (via View/Folder Options/File Types through Explorer, the problem shouldn't exist. Changing the entry in th registry for the file ype association is probably the best alternative.
