To be fair, in some ways it's like a poor man's WSUS, which can reduce bandwidth usage. There might be some useful scenarios.
A 3rd-world village might have a WiFi hotspot with a slow, overloaded connection to the Internet. If one device (e.g. W10 phone) can get updates, others can get it at local WiFi speeds rather than try to download their own copy of updates from MS.
Of course, a good proxy server could achieve much the same thing.
