I have no idea, but IMHO, this is one more thing that would be handled much better by the public sector. I notice that the article talks about yet another government bureaucracy being created to manage this. So what is the goal? To spend even more money - money we don't have? For crying out loud, we are 18 trillion dollars in debt. I don't have children or grandchildren so I do not have to worry about what all this debt is going to do to them. But you do. Keep spending money we don't have and this country will turn into Greece....
