Kevin, just ask anyone who has lived in southern CA over the past 60 or so years whether emissions standards are a good idea. No science necessary. They'll tell you that they wouldn't be breathing had emission standards not been put in place.
Same arguments from Detroit then.. the science was skaky, etc.
Even with rigid standards, some places are beyond the pale.
I spent time in San Bernadino as a young GI and fondly recalled white mission style buildings, orange trees lining the streets, etc.
I went back about 10 years ago and was afraid to open my car window. The soot in the air there is palpable.
