No, the term "climate change" was recommended by a Republican operative because it sounded less alarming than "global warming." It's been in use since well before 2013.

Here's the 2002 memorandum in which Frank Luntz says "It’s time for us to start talking about “climate change”
instead of global warming and “conservation” instead of preservation."
