Think about the complexity of Windows, all the different drivers, all the different applications. It's impossible to test every combination. Microsoft does have a huge automated test system with thousands if not tens or hundreds of thousands of possible configurations.
Living in the UK, you're probably not familiar with a TV "news" program here in the US called Dateline. It has a reputation of taking things that happen to an extremely small percentage of the population, not tell you how many people it affects, then trumps it up to seem like it's a giant issue that affects millions. The article you linked to says nothing about how many people it affected nor the number of people that are unaffected. It's Datelining the story. The article also does not state the cause, which could easily be a third-party driver that gets pushed out.
I have no issue after installing that update.
