One bad thing about laptop and compact PCs (that are configured for desktop-like performance) is that it requires smaller fans for cooling -- but they still need to move a large amount of air for cooling -- hence they need to be run at higher RPM -- making them noisier. Larger diameter fan doesn't need to spin as fast to move the same amount of air -- thus they tend to be quieter. Of course one workaround on laptop and compact PC is run it in "low gear" (i.e. take it out of high-performance mode) -- it'll run cooler (albeit slower) and the fans won't have to be spun up as fast -- thus quieter.

Many years ago I saw an example of a poorly thought out desktop computer. Due to peculiarities in the case, 40mm fans were the only size fan that fit. In all there were six 40mm fans -- three in front, and three in back, all running at maximum RPM to get necessary airflow -- and when the computer was running, it made quite the racket -- like it was jet-powered and getting ready for takeoff.
