JR, the federal government collected an all-time high in tax revenue in the first seven months of 2015. Many government agencies are complaining of lack of funding to perform their tasks - even going so far as to explain away corruption (IRS targeting case) as simple bureaucratic weaknesses that wouldn't have occurred with more funding. Picture doesn't add up.
