If you're talking about the US constitution, then it's not just protection of individual rights as would be secured by a police force. It's Life, Liberty, and the Pursuit of Happiness, is it not? Seems to me that access to education and healthcare can't be snipped out by your paraphrase as both are shown time and again to relate directly to life, liberty and pursuit of happiness.
I wholeheartedly agree that we are all entitled to Life, Liberty and the Pursuit of Happiness. The problem that many liberals have is that they believe that this refers to equal outcomes. It does not. It means that everyone has the same chance to achieve these goals. The outcome is commensurate with the actions of the individual - for the most part. I suppose that if you win the genetic lottery and are born into wealth you have a leg up. But other than that, I believe that we all have the chance to achieve this outcome. Just take a look at Dr. Ben Carson. He came from very humble beginnings. Starting out poor is not an excuse for underachievement.
