Once there was a famous incident in which a manager decreed that too many benign lesions were being excised. The head surgeon asked the manager to attend clinic briefly every day and if she would identify the malignant lesions, the surgeons would be sure to excise only those ones.

Not wanting to belabor the point- but sometimes you cannot be sure of the diagnosis until you've excised it, or at least biopsied it. Unlike SQL Server where you have a pretty good idea how things work in advance, public policy and healthcare are far less certain disciplines.

OK. What should have been done, and how would you "identify the lesion" today?

But you were the one who raised his opposition to the ACA. I know you agree with his conclusions, but do you know why?
