Don't come up with that distinction. A law has to be enforced for anybody inside states jurisdiction and for any citizen everywhere. This includes orders or suggestions to non citizens.
If you distinct you generating second class humans. Complete fail. Ends up in slavery / slaughter. Examples of such ideas are wide spread in the last century.
Since germany has a major part, a lot of people are a bit sensitive about it here. There is a bad name for people thinking the like.

Human rights only for own citicens - Saudi Arabia. But then if one believe one, you would call a leftist, points out that the US is owned by a big fraction from Saudi Arabia. :)
