I don't have SS Express....I'm pretty sure the following still applies....


You create SSRS Reports using a special version of Visual Studio that (optionally) gets installed when you install SQL Server.

That special version of VS has undergone some name changes over the years. It used to be called "Business Intelligence Development Studio" (or BIDS for short). These days it's now called SQL Server Data Tools (SSDT for short).

So look for the BIDS and/or SSDT application that hopefully got installed. If you find it, launch it. Hopefully when you launch it, you'll have an option to create a new SSRS report project. If you don't find the app, you might need to go back to the SS Express installation and look for options to install client tools (if memory serves me, it's under the client tools option of the installation, but again, not positive for SS Express)
