Ah that's the logo of the sponsor. Since this can't have any commercial value on its own, then it must have some entertainment value, i.e. the purpose of the contraption is to have a few minutes on youtube which will attract billion of clicks and hence advertising clicks. That's how internets work nowadays.
I just wonder if this is her majesty's private sponsorship, or was it the government, or some government agency? They really should have their separate logos to avoid this kind of trademark infringement.
