It was one of the 'old-type' (maybe even DOS) programs that you could run an .EXE from the command prompt and it worked.
GIMP is the up to date tool for bitmap graphics if you don't like to spend money. Available on multiplattform.
There is nothing good now out there for just icon processing. I had an icon to alter this year and ended up with GIMP. Possibly some MS tool in there studio, but this is a big thing.
GIMP is - if you realy dislike to install - availabe as a portable version too.
