Well I've narrowed it down to the fact that it's driver related. I tried using a 4si, 4M, IIIsi, IIID and even one of the new 8000 series drivers on my 5si. The 4si, 4M and 8000 series drivers have the same problem. The IIIsi and IIID drivers printed the box and labels exactly where they should be but the cpi are not the same which causes problems with other aspects of the report (6 of one, half dozen of the other).

For now, I've resigned myself to the solution of moving the labels down enough so that they are centered on the printout. The users are ok with this so I'm going to stop banging my head against the wall.
