VFP can send text print jobs to dot matrix printers so I'm pretty sure it isn't creating images. I believe it creates PCL or PostScript via the selected printer driver.

PDF printer drivers take that PCL/PostScript and convert to PDF.

I think the type of PDF you get from free PDF printer drivers can depend partly on the content of what's being printed. If it's simple text, the resulting PDF is text based and therefore searchable. If the document also contains images it depends on how smart the converter is. The dumb but simple way to do it is if there's any image in the document, treat each page as a separate image and just put that in a PDF wrapper. Such a page would not be searchable. A smarter converter would embed image elements in the text document so it would still be searchable. But my guess is that's a lot more difficult.

With free drivers, you get what you pay for :)

It might be worth experimenting with other free drivers such as Nitro/PrimoPDF, CutePDF etc.
