That's worse than the president's characterization of ISIS as junior varsity.

ISIS has received massive funding in the past from donations sourced from Kuwait, Qatar, and Saudi Arabia. Some of it got mixed up in the splintering of all the opposition groups in Syria, but the bottom line is that ISIS has absolutely received massive financial support. Intelligence sources have also identified complex banking channels in Turkey, Northwestern Iraq, and Northeastern Syria. They have a very efficient financial support system.

Last fall, the US Dept of Treasury acknowledged (direct quote) that ISIS "has amassed wealth at an unprecedented pace and its revenue sources have a different composition from those of many other terrorist organizations.” This has made it difficult for the US to put pressure on established banks, since ISIS is apparently taking the "middle man" concept to a new extreme.

The Treasury Dept has also stated that ISIS is "the best-funded terrorist organization the U.S. has ever confronted.”
