You painted it as an "either/or"...your exact words..."ISIS is a group of people rallying around a religious concept, not a foreign power".
Clearly the first part of what you said is correct. My point was that ISIS receives funding through complex foreign infrastructures. They are not exclusively backed by one foreign nation-state, but by several key sources.
