That depends on who is doing the talking.
Even moderate Iranians believe that Israel benefits from ISIS. I don't buy into that theory, but it is a viewpoint of even moderates.
Others feel that any territory that ISIS hasn't gone after is indirectly benefiting.
I've even heard people say that the U.S. military industrial complex benefits - of course, people who make that claim are probably going to say anything.
Then there is a not-uncommon perspective in the West, that ultimately Russia-Iran-Syria benefit. Others in the west say it's Qatar, Saudi Arabia and Turkey (where funding is being channeled through).
