However, some things, like weapons, are easily transportable over state line, so I'd favor a federal law limiting the size of the magazine and another one requiring background checks.

Aren't background checks already a requirement for owning a gun? I thought that they were. If not, then I agree with you - we must ensure that guns are not being purchased by mental patients. However, they should be reasonable. A background check that makes a sane, stable, law abiding citizen wait for a year to get a gun is not reasonable.
