I did find out a while back that I must start VFP as admin whenever I try to build a COM+ DLL in VFP -- as VFP tries to "automagically" register the DLL as part of the process. VFP6 hangs because of this -- so you have to close it in Task Manager and you don't get a DLL nor type library file. VFP9 doesn't hang (but it does "lock up" for a moment), and the generated DLL and type library aren't usable (i.e. if you try to register them, Windows complains that they are invalid).
