In general I blame the US for anything, but I do not think this is an easy one. On a laser guided bomb the pilot does not see the target - just the marker. He might release the bomb kilometers away. No comunication - argh if I where the terrorist I would try to call the Pentagon too. It's not enough to have a number ... facepalm.
Those doctors where there knowing the risk, in case they where germans wasting tax payers money (because tax payer had paid them eduction). I have not much symphaty.
