The person that originally wrote the code was mostly self-taught. At one point he went to a WCF class and bought into the instructor's mantra of "WCF everywhere". Then he used WCF in applications that were only used on a single machine and had no services connecting to it or calling out to other services. I had to untangle all that mess too.
